The Elyria City Council moved and passed multiple resolutions and ordinances under suspension of the rules at its Nov. 3 meeting.

Resolutions

• Resolution 2025-50 — Finding certain city property unfit for municipal use. Passed on first reading under a motion to suspend the rules; voice vote carried.

Ordinances (first reading — passed under suspension or declared emergency)

• Ordinance authorizing disposal of city property that is unfit for municipal use. Passed under suspension of rules.

• Ordinance 2025-180 — Amending a downtown historic redevelopment grant second extension and reimbursement increase for improvements at 124 Middle Avenue. Passed under suspension of rules.

• Ordinance 2025-181 — Adoption of the proposed 2025 compensation study completed by Gallagher Benefit Services, Inc. (Councilmember Calhoun recused from this item for the record). Passed under suspension of rules.

• Ordinance 2025-182 — Amending the 2025 permanent appropriations ordinance to change funds and various accounts. Passed under suspension of rules.

• Ordinance 2025-183 — Mutual easement agreement with property owner Jamil Elder for a shared stairwell at 336 and 340 Broad Street; declared an emergency and passed.

• Ordinance 2025-184 — Lease agreement authorizing a lease with Elyria Youth Sports Club for city-owned property at 338 Broad Street; declared an emergency and passed.

• Ordinance 2025-185 — Professional services agreement with Hazen & Sawyer for design services; declared an emergency and passed.

The council recorded motions, seconds and unanimous voice votes for these items during the meeting; the record shows no roll-call tallies in the transcript and no recorded dissent on these votes. Where an item was declared an emergency the council also voted in the affirmative to declare the emergency before passing the ordinance. Council scheduled a second-reading public hearing on a rezoning ordinance for Nov. 17, 2025, at 7 p.m.

No ordinances on third reading were considered. Council committees were assigned staff for upcoming Monday meetings to review multiple items. For the record, Councilmember Calhoun recused himself from the reading of ordinance 2025-181.
