The Claremore City Council opened a public hearing required by federal tax rules and subsequently approved Resolution 2025-16 to document that hearing for a private issuer planning tax-exempt bond financing for an oncology clinic in the city.
Murphy, who presented the item for staff, said a public finance group organized bond financing that will support construction of oncology and cancer treatment centers, and that one proposed facility would be "in the physician's building, essentially, just north of the hospital" with financing of "about 3 and a half million dollars." Murphy told the council the city is not issuing the bonds and "we are not obligated for the bonding. We are not issuing the bonding. We have no payment for the bonding. We are simply a venue that allows them to conduct a public hearing because they're spending dollars in our jurisdiction." The hearing was held so the private issuer can meet IRS and tax-code public-notice requirements for use of tax-exempt financing.
After the public-hearing portion, staff recommended and the council approved Resolution 2025-16, which formalizes that the hearing occurred and provides documentation the issuer needs to comply with tax-law requirements. The motion to approve was made and seconded; the clerk recorded council members voting in favor during roll call and the motion carried.
No financial obligation by the city was created or approved. Staff said the document package that follows the public hearing is intended to allow the issuer to move forward with its financing and project approvals outside the city's budget or debt responsibilities.
