Task force review committee recommends fully funding FY2025 service contracts after $445,167 Commerce award

Members of the Clallam County Homelessness Task Force reviewed supplemental funding allocated by Washington Commerce and recommended fully funding Year 1 requests for existing service providers.

Task-force staff reported that the county’s homelessness funding pool included two prior streams (the 2163 and 2060 pots) and that Washington Commerce added a supplemental $445,167 for the FY2025–26 period. The review committee contacted funded agencies to identify shortfalls for the current state fiscal year and recommended increasing 2025 allocations to cover the shortfall where possible. "The recommendation of the review committee is to fully fund everyone," a staff presenter said, adding that unused supplemental dollars should first be applied against local funds already allocated so the county can utilize all available state dollars before drawing on local dollars.

Committee members noted the supplemental award is available for the single state fiscal year specified by Commerce and that staff plan to backdate most contracts to July 1. Because the meeting lacked a quorum, no formal approval was taken at this session; staff said they would notify funded agencies of the committee’s recommendation and return the matter for formal action when a quorum is present.

The task force also briefly discussed administrative details of the document-recording fee stream that funds the supplemental award: a portion of local recording fees is remitted statewide, pooled and redistributed to help counties backfill declines in recording-fee revenue.
