Planning staff presented the proposal and said the 1.44‑acre site is designated commercial retail in the Elsinore area plan and is zoned manufacturing service commercial. Planner Suheem Bawani told commissioners staff found the proposed alcohol sales incidental to the primary convenience store use, that the proposal requires no changes to building footprint or operational capacity, and that the project complies with county development standards and Section 18.48 for alcohol beverage sales. Staff reported public hearing notices were mailed to owners within 1,000 feet and published in the Press‑Enterprise; no written public support or opposition was received.
Applicant representative Sherry Olsen told the commission the licensee operates other locations and that those stores comply with Alcoholic Beverage Control regulations. Olsen said the applicant concurred with conditions of approval, including the revised condition specifying permitted products.
With no public speakers, the commission opened and closed the public hearing and voted 4–0 to approve CUP 240025 based on findings in the staff report and subject to the conditions of approval and the attached advisory notification document.
The permit decision was recorded as approved by the Planning Commission; the matter is subject to the standard appeal and implementation steps in the county process.
Clarifying details: staff cited CEQA Guidelines §§15301 and 15060 (existing facilities/common sense exemptions) in recommending no further environmental review for the minor operational change. The revised condition states that only beer, wine and spirits may be sold. No disclosure was made at the hearing of a city or county suspension or enforcement action involving the licensee.
