Staff described a budget revision for Health & Human Services— foundational public health service budget. The revision increases a grant-return line by $74,773 (from unspent funds tied to an advance received for state fiscal-year 2023) and those restricted funds must be returned to the state of Washington. The board moved and seconded to approve notice of that revision; the motion passed by voice vote.
The board also approved notice that five supplemental appropriations will be considered Oct. 28:
- OPNET seizure funds: $39,024 (seizure proceeds; per settlement, $20,000 to the arrested individual's family after taxes; remainder to task-force fund balance). - Sheriff jail reimbursement: $70,933 (reimbursement for a crew vehicle purchased with a 2024 Ecology grant; reimbursement to general fund reserves). - Sheriff clinical services: $44,704 (reimbursement from a grant covering up to $50,000 of Suboxone purchased for inmate treatment; purchases already occurred and reimbursements will return funds to the general fund). - Sheriff operations (mental health field response grant): $395,000 (renewal via Washington Association of Sheriffs and Police Chiefs; first half of funding to be used in 2025; 2026 services included in the budget). - Public works broadband infrastructure capital projects: $3,200,000 (increase in grant reimbursements as the broadband project proceeds faster than anticipated).
Each item was presented by county budget staff; motions to publish the notices were moved and seconded and the board voted aye. The notices will put the items on the Oct. 28 agenda for formal adoption and appropriation.
