County to advertise RFQ/RFP for joint public‑safety facility project management and construction

Clallam County staff told commissioners on Oct. 13 that the county will advertise an RFQ for construction administration and project management services and an RFP for a general contractor for the joint public safety facility. Both solicitations are scheduled to close Oct. 29, with bid openings that afternoon, and the county plans to begin contract negotiations with top‑ranked firms thereafter.
Staff described the project management role as the owner’s representative responsible for overseeing the general contractor, reviewing requests for change orders in consultation with the owners, and coordinating construction administration and design during the construction period. The county emphasized language to avoid gaps or overlaps in roles and responsibilities and said it is refining deliverables and contract language to make review and change‑order procedures explicit.
Commissioners and staff discussed procurement outreach. The county will advertise opportunities on Builder’s Exchange and in the county publication of record and a regional daily journal read by contractors across the Pacific Northwest. Staff also said they have contacted a handful of large general contractors and several project management firms that have expressed interest; the county held Q&A sessions to clarify bid requirements.
Grant and sustainability requirements were highlighted. Staff said the project has Department of Commerce grant funding and LEED Silver goals; substitutions for specified systems like HVAC must be evaluated for LEED compliance and for any federal grant procurement rules, including Buy America / Build Back America requirements. Staff noted certain substitutions could risk grant compliance or LEED points.
Staff said project managers and construction administration firms will be asked for experience in similar government facilities, and that the solicitation includes up to six on‑site or public update meetings with commissioners and city staff during construction. The board will consider advertising and releasing the RFQ/RFP at its regular meeting tomorrow.
Speakers: Project staff and city public works staff participated in the briefing and answered questions about outreach, schedule and procurement strategy. No final contract awards were made at the work session; staff said recommendations and contract negotiations will follow the Oct. 29 openings.
