Planning commission approves conditional use permit for expansion at 5076 Stroming Road

The Mariposa County Planning Commission on Oct. 10 approved a conditional use permit (PlanDIS2025-00041) for an expansion at 5076 Stroming Road, the property owner and applicant told the commission. Planning staff said the expansion adds roughly 416–418 square feet to an existing nonconforming residence in the Mariposa Town Planning Area and that the project is connected to public water and sewer.

"The expansion is only 418 square feet. It is connected to public sewer and water," staff planner Elijah Bridal said, describing staff findings that the project qualifies for the existing facilities CEQA exemption and that the site meets setbacks, access and slope standards. Planning Director Steve Ingfer told commissioners the residence was built before adoption of the Mariposa TPA and is therefore a legal nonconforming structure that requires a conditional use permit to expand in the general commercial zone.

Applicant/owner John Holbert spoke during public comment and described the property as served by a private drive, surrounded by residential uses, and urged the commission to find the proposed residential expansion consistent with the neighborhood.

Commissioner McCammon moved to approve the resolution adopting the conditional use permit for PlanDIS2025-00041 for 5076 Stroming Road. The motion was seconded and carried unanimously.

Staff recommended and the commission adopted findings that the expansion does not create significant environmental effects, that the site is suited to development, and that the project complies with setbacks and public services. No conditions beyond the staff-recommended findings were announced during the hearing.
