The Davenport City Citizens Advisory Committee on Nov. 3 recommended a volunteer to fill its remaining vacancy on the grievance subcommittee and voted to cancel its Dec. 1 meeting.
At roll call the committee confirmed a quorum and moved to approve the minutes from the Oct. 6 meeting. “I have a motion to approve,” said Member Johnson; the motion was seconded by Holloway and the committee voted aye with no opposition recorded.
Staff explained the grievance subcommittee’s role and membership requirements, including a target that one-third of CAC members live in low- and moderate-income areas. Heather said the subcommittee is the committee’s only standing subcommittee and that grievances requiring the subcommittee’s review are rare. “You won't be putting in a lot of hours on the grievance subcommittee,” she told members.
The chair recommended that Arnold be appointed to fill the single remaining vacancy; staff listed current members as Ogleton (also referenced as Obelton in packet materials), Cooper, Hodges and Lord. The chair said the mayor is the appointing authority for that seat; the chair’s statement served as the committee’s recommendation to the mayor.
The committee next considered whether to meet in December. A member moved to cancel the Dec. 1 meeting; Hodges seconded. The motion passed on an aye vote.
The committee adjourned after staff previewed the January distribution of applications and the spring allocation schedule.
The meeting included reminders that CAC terms run through the allocation cycle (traditionally March), that mayoral appointments ensure one-third low/mod representation, and that applications to reapply for the CAC remain available on the city website.
