Philomath council approves environmental cleanup contract, selects Parade of Lights grand marshal and funds student contest prizes; tables denouncement draft

The council voted 7-0 to direct the city manager to execute an agreement with BDNA Environmental for cleanup services at the city-owned 14th & Main property, authorizing removal of unused fuel tanks and remediation work so the site can be returned to a clean gravel lot for future reuse. Council discussion noted the firm had performed the site's earlier Phase 1 and Phase 2 assessments.
Why it matters: The cleanup removes a long-standing barrier to repurposing central property owned by the city and is expected to be funded from urban renewal funds already set aside for projects in the district. Staff said the on-site work would likely take a few weeks and that the city would later present options for the property's redevelopment.
Other votes at the meeting included:
- Planning commission vacancy: The council voted unanimously to direct the city manager to advertise the open planning commission seat (resignation submitted by John Barlow) and to include that vacancy with the year-end slate of board and committee openings for January appointments.
- "If I Were Mayor" contest funding and scoring: Council appointed Councilors Salsa and Andrade to assist Mayor McMorick with scoring student entries and authorized up to $300 from the council's community-support line to cover event and prize costs. The motion carried unanimously.
- Parade of Lights grand marshal: After nominations and discussion, the council unanimously selected Eric Nieman as the 2025 Parade of Lights grand marshal. Staff described the honor as a community-recognition role with modest logistical support (vehicle/driver, sash or magnet) and no financial award.
- Consent agenda (minutes): The council unanimously approved the consent agenda, including minutes from the Oct. 13, 2025 meeting.
- Veterans Day proclamation: Resolution 25-25 proclaiming Veterans Day was adopted unanimously.
- Resolution denouncing violence: A proposed resolution denouncing political violence (drafted at a councilmember's request) generated debate over scope and phrasing. A motion to table the resolution to Dec. 8 passed 6-1 so sponsors can revise the language and consult more widely.
Votes and motions recorded in the meeting packet were presented on the record; staff said the cleanup contract is with a qualified low bidder familiar with the site, and that urban renewal funds are available to cover the work.
What's next: Staff will execute the environmental remediation contract and then return to the council with options and a proposed process for soliciting redevelopment proposals for the cleaned site. The draft denouncement resolution will be revised and returned to council for further consideration at the Dec. 8 meeting.
