The board approved the district's 2025 Local Education Agency (LEA) compliance report and the TISA accountability report after staff presentations and discussion.
Tammy Larkey presented the LEA compliance report, stating that the district is in compliance with State Board of Education policy and applicable state and federal laws; board members asked clarifying questions about the relationship between the compliance report and the independent audit and then voted to approve the report.
Staff also reviewed the TISA accountability report. Administrators explained that the state is aligning reporting to federal accountability measures, which affects some previously used local indicators (for example, the "ready graduate" indicator is being replaced with a graduation-rate focus). Some year-2 actual outcome data were not yet available from the state; staff said final figures are expected in December and that the board's published report used goal targets where actuals were pending. The board approved the TISA accountability report and asked administration to provide updated outcomes when state data are released.
School district and Johnson City Education Association (JCEA) representatives briefly reviewed a memorandum of understanding (MOU) that has been negotiated; administrators provided an executive summary of edits and said the MOU will be returned for formal approval when ready. Board members thanked JCEA representatives for continuing collaborative meetings.
Both compliance and accountability items were approved by motion and voice vote.
