Council approves franchise, animal-control and access-to-facilities ordinances; multiple resolutions pass

- Ordinance 25-11-03 (access to city facilities and trespass warnings) — approved on first reading; staff said the model comes from Punta Gorda and has been upheld in federal court when challenged.
- Consent agenda and H2 library interlocal agreement — consent agenda approved and the 2026 library interlocal agreement was approved as presented.
