What follows is a summary of motions the Delaware County Board of Commissioners moved and approved during the Nov. 3, 2025 meeting. Each item was read on the record and approved by recorded aye votes from Commissioner Gary Merrill and Vice President Jeff Benton unless otherwise noted.
25-906 — Approve electronic record of proceedings from regular meeting held Oct. 30, 2025. Motion moved and seconded; recorded ayes and motion carried.
25-907 — Approve purchase orders and payment of warrants in batch CMAPR1031. Motion carried.
25-908 — Schedule special commissioner sessions for the 2026 budget hearings starting 1 p.m. Monday, Nov. 17 and continuing through Wednesday, Nov. 19, 2025. Motion carried.
25-909 — Accept and approve the Delaware County Sheriff's Office transport report for October 2025. Motion carried.
25-910 — Reelect Sheriff Balzer and elect Laura Hatcher to the Delaware County Volunteer Peace Officers Dependents Fund Board (state-mandated board). Presented by Jane Hawes, director of communications; motion carried.
25-911 — Approve permit for use of Delaware County facilities by the Emergency Management Association of Ohio to use two meeting rooms at Bixby for a spring conference in March for a $25 flat fee. Motion carried.
25-912 — Approve second amendment to the agreement for the 2023 Local Agricultural Easement Purchase Program cooperative agreement between the Ohio Department of Agriculture and the Delaware County Board of Commissioners. Brett Bacon (Soil and Water) said the amendment extends the agreement into the current state biennium to facilitate closure of the remaining easement from the 2023 funding round; motion carried.
25-913 — Resolution of necessity to purchase or lease a motor vehicle (Ford F-250) for the county drainage maintenance program to replace an aging truck. Motion carried.
25-915 — Approve owner's agreement with Epcon for South Old State Road improvements and courtyards at Evans Farm Public Road Section 1 (new intersection includes left- and right-turn lanes and signalization; construction planned next summer). Presented by Lee Bodnar, engineer's office; motion carried.
25-916 — Approve cooperative project agreement between Delaware County, Thompson Township and Scioto Township to submit an application to the Ohio Public Works Commission to resurface Brown Road and Tyler Road between State Route 37 and Mink Street Road. Motion carried.
25-917 — Approve 16 standard utility right-of-way permits (several related to a fiber-optic project). Motion carried.
