Siskiyou County adopts floodplain ordinance to meet FEMA deadline

The Board of Supervisors adopted a rewritten floodplain ordinance (Title 10, Chapter 10) at second reading to satisfy a FEMA deadline and keep the county in the National Flood Insurance Program. Staff said FEMA issued conditional approval pending adoption and that the ordinance is exempt from CEQA under common-sense and open-space exemptions.
The Siskiyou County Board of Supervisors on second reading adopted an ordinance repealing and replacing Title 10, Chapter 10 of the county code to update local floodplain regulations and meet federal requirements.
Seth, the county’s floodplain administrator, told the board the changes must be adopted at the hearing to meet a FEMA deadline: “The new ordinance must be adopted today — in order to meet the 12/11/2025 deadline set by FEMA in order for Siskiyou County to remain in the National Flood Insurance Program.” He said FEMA had given conditional approval contingent on the local adoption.
The ordinance update was presented as necessary to keep the county in compliance with federal and state requirements. Staff advised the board that the ordinance is exempt from the California Environmental Quality Act under the common-sense exemption and other exemptions related to protection of natural resources; the staff report included a recommended motion and a CEQA determination.
No members of the public offered comment on the ordinance during the hearing. After brief board discussion, supervisors voted unanimously to adopt the ordinance, with the clerk recording the ayes of the presiding supervisors.
Adoption means the county will proceed with the revised floodplain regulations as written and will submit the adoption paperwork to FEMA to finalize the county’s continued participation in the National Flood Insurance Program.
