League City planning commission updates bylaws to allow calendar flexibility, considers moving meetings to Thursdays

The League City Planning and Zoning Commission on Tuesday approved revisions to its bylaws and policies that give the commission flexibility to adopt an annual meeting calendar instead of being bound to the first and third Monday schedule currently in the bylaws.

Christopher Carpenter, planning staff, said the changes are largely cleanup and prompted by a new state requirement that public meeting packets be posted three business days before a meeting. That timeline made the existing first/third Monday cadence difficult for staff and applicants, Carpenter told the commission; the proposed approach will allow the commission to adopt a calendar each year and make a second/fourth Thursday schedule available as the commission’s preferred 2026 meeting days.

Why it matters: The change is procedural but affects how applicants and staff time submittals and packet preparation. Carpenter said the revised bylaws better reflect current practice and give the development community an easier timeline for getting items on agendas. The updated bylaws will go to City Council for adoption; the commission will receive a proposed 2026 calendar for adoption at its December meeting.

Commission action: A commissioner moved to approve the revised bylaws and policies; the motion was seconded and passed by voice vote. Staff said the intended bylaw amendments will be forwarded to the November 18 City Council meeting (the proposed bylaw amendment will appear on the council consent agenda) and the commission will be presented with the 2026 meeting calendar in December.
