LaBelle West Rec fields near completion; concession stand procurement, Little League coordination remain

Parks and Recreation Director Steven Land told the board on Oct. 28 that work on three LaBelle fields is largely complete and that staff expects to open the fields in December if remaining work proceeds on schedule.
Land presented drone photos and on‑site progress updates: the senior field in the back is completed inside the coping; the major and softball fields require final conditioner for clay areas, stair installation for the announcer/natural booth, concrete work in the islands around light poles (to prevent grass from washing into play areas) and final pole/fixture installation. Staff reported portable pitching mounts were selected for Majors Field to reduce maintenance and facilitate play. Electrical outlets and lighting under announcer booths are in place, and benches and a new flagpole are installed. Staff told the board conditioners should arrive Monday, after which finishing work could be completed.
Board members praised Parks maintenance staff for recent improvements; commissioners also discussed the concession stand project. One vendor (ROC Enterprises) is prepared to proceed to architectural design but the county must confirm whether the architect contract will be executed through WestRec or must follow formal county procurement; county counsel and staff said they would coordinate with ROC Enterprises to clarify procurement steps and return with guidance.
Commissioners also discussed WestRec board representation and district interests: one commissioner noted Port LaBelle accounts for a substantial share of WestRec users and expressed interest in serving on the WestRec board in December if other commissioners step away. Parks staff said Little League leadership will inspect the fields on Nov. 6 and that some preferences (portable pitching mounds) were selected in coordination with league officials.
No formal action was taken other than praise for staff, and commissioners asked Parks staff to coordinate the procurement approach for the concession stand and to report back to the board.
