ARB approves brick wall and painted metal gate at 301 Caroline Street

The Fredericksburg Architectural Review Board on its October meeting approved COA 2509-0152, allowing the installation of a painted brick wall in the front yard of 301 Caroline Street and a painted metal picket gate to provide controlled access to the property.
Staff described the proposal as a masonry wall set behind the sidewalk line and extending along the north front yard to meet an existing brick wall at the north property line. "All elements of the wall will be within the maximum of 4 feet tall and will rise to 6 feet where it meets the existing, brick wall," staff said in the presentation. The wall will include rounded brick coping and be accessed by a metal gate adjacent to the northwest front corner of the house.
Applicant Betsy Sale of Garden Works and Design explained the materials and finishes to the board. "I'm Betsy Sale with Garden Works and Design," she said when presenting. Sale told the board that the gate would be a painted black metal picket gate "at or under the four foot" line, hinged to a painted brick pier to match the wall; a short section of metalwork fence would attach to the house to avoid attaching brickwork directly to the stucco facade.
Board members asked for clarification about the gate profile, pier height and whether gas lighting would be included; the applicant confirmed the gate would be black powder-coated metal pickets mounted to a painted brick pier and that no gas lighting was proposed.
A board member moved to approve COA 2509-0152 "as submitted with the additional information provided by the applicant at this meeting" — the confirmation that the gate would be a roughly 3-foot-high painted metal picket gate, the painted brick pier matching the wall, and the short return section of painted brick fence. The motion was seconded and passed unanimously, 6-0.
Ending: The applicant may proceed with construction consistent with the materials and clarifications provided at the hearing; the ARB record notes the gate will be painted and powder coated black and the pier will match the brick wall.
