Clallam County—s Recompete grant team told commissioners the five-year implementation phase is under way but that federal delays are creating short-term cash risks.
The Recompete program has moved from strategy development into implementation. Coordinators said most partner projects have active workplans and some programs (mobile welding training, wraparound services and port-related equipment purchases) are ready to launch, but procurement and EDA approvals have been slow. Staff described two procurement issues: long lead times for specialized equipment (one vendor overseas) and inflation/tariff impacts on estimated costs.
Recompete staff reported that, pending the federal government—s resumption of reimbursements, roughly $100,000 of recently incurred payroll will not be reimbursed on the expected schedule. "By the time payroll hits on Friday, it's a $100,000," Recompete staff said, and coalition leaders said they are assessing how long the program can cover internal payroll before needing contingency steps. EDA—s reporting and survey approvals were also delayed by staffing reductions at the agency.
Staff said partners continue implementing projects where possible, and philanthropic efforts led by outside foundations (Rockefeller Foundation pipeline work for childcare and workforce) may provide complementary funding paths. Commissioners asked staff to bring a short-term cash plan to the Nov. 6 coalition meeting and to prioritize EDA reimbursement tracking.
