Plumas County hires disaster recovery coordinator to lead long-term recovery work

Plumas County announced it has hired Kaylee Ward as a disaster recovery coordinator under a three-year contract to help finish the long-term recovery plan, pursue grants and manage recovery projects following recent fires.
Plumas County planning staff told the commission on Oct. 15 that the board has hired a disaster recovery coordinator. Kaylee Ward began work on Oct. 8 under a contract that runs through June 2028, staff said.
Staff described Ward's background as a natural-resources planner with experience at the Beckwourth Ranger District (NEPA planning), Caltrans environmental work, the U.S. Army Corps of Engineers and California State Parks, including tribal consultation experience. Ward is expected to assist on the county's long-term recovery plan, implement recovery projects, coordinate grants and provide continuity across response and preparedness work.
Staff said the position will help the county complete a long-term recovery plan that had public workshops in 2023; Ward will collaborate with recovery partners and help secure mitigation and preparedness grants. The contract includes a board review clause near the end of the three-year term to consider continuation or conversion to a permanent county role, possibly within Office of Emergency Services.
Why it matters: The hire adds dedicated capacity for recovery planning and grant management in a county still carrying wildfire recovery needs; the coordinator role is intended to bridge remaining project work, tribal consultation and grant applications.
