Staff said the applicant seeks to change the parcel's designation to allow resort and recreation uses and to rezone the property to a prime recreation district that would permit a range of recreation-related activities, including an applicant-stated objective to develop a commercial recreational-vehicle park. Planning staff told commissioners that when reviewing a rezone they must consider the full set of uses permitted in the proposed zoning district, not only the applicant's immediate plan.
The applicant was unavailable for the Oct. 15 meeting but provided narrative materials that staff will include in the November packet. Commissioners discussed the option of a site visit and the procedural path: the proposal comes to the planning commission for recommendation and then to the Board of Supervisors for final action. The motion to continue to Nov. 6 carried with all commissioners in favor.
Why it matters: The rezone would change the parcel's allowable uses and could permit commercial, public-facing recreation development on land that now has different land-use designations; commissioners and staff flagged that any future proprietor could pursue any use permitted by the new zoning if the rezone is adopted.
