Cook County board approves broad consent calendar including transportation investments and health contracts

At its Oct. 23 meeting the Cook County Board approved a long consent calendar and multiple committee recommendations covering transportation projects, intergovernmental agreements, procurement contracts and health‑system items.
Key approvals (selected highlights from the consent bundles):
- Transportation and Invest in Cook awards: multiple intergovernmental agreements and capital appropriations were approved, including a $131,184,534 Invest in Cook award for a village‑wide sidewalk improvement project in the Village of Justice (item 25‑37‑31), a $4,200,000 appropriation for the First Avenue Union Pacific grade separation project in Maywood, and a $2,575,000 supplemental appropriation for the Burnham Multimodal Connector detailed design. The Board also authorized numerous smaller Invest in Cook grants to municipalities for sidewalks, pedestrian safety, bike trails and resurfacing.
- Public works procurement: new contracts and renewals were approved for bulk rock salt (Morton Salt), construction and engineering firms (AECOM, TY Lin, others), and equipment purchases to support county maintenance and snow/ice operations.
- Health and finance items: intergovernmental agreements to support Cook County Health and a $49,400,000 fiscal impact intergovernmental agreement to assist with health care expenses linked to the pension fund were listed and approved as part of the calendar.
- Grants and audits: assorted grants (including an EPA brownfield grant) and audit reports were received and filed.
Most of these items were presented in committee and approved on the floor as motions to concur with committee recommendations. Several commissioners asked to be added as co‑sponsors to transportation and Invest in Cook items before the board vote. There were no sustained floor controversies recorded on these bundles; votes were taken by roll call and the chair declared the ayes have it on the motions as presented.
