The DuPage County Technology Committee on Nov. 4, 2025 approved a series of information-technology contracts and an insurance placement, including a three-year Microsoft enterprise agreement and a countywide cyber liability policy.
The approvals included a recommendation to issue a contract purchase order to CDW Government for a Microsoft enterprise agreement covering Microsoft desktop products, server software and Azure cloud services for the period Dec. 1, 2025 through Nov. 30, 2028 for a total contract amount of $4,095,838.65. An IT staff member described the award as the county’s routine annual Microsoft renewal and said the annual cost is $1,365,279; the committee approved the motion by voice vote.
The committee approved a one-year renewal to BDO USA LLP for annual maintenance of buyer security software (Dec. 10, 2025–Dec. 9, 2026) for $189,409. Staff said the product provides countywide antivirus, threat protection and email filtering, and that the service was implemented during the COVID period and moved from COVID funding to ongoing operating expenses.
Members also authorized an enterprise term license with Adobe Systems Inc. for Adobe software licensing for DuPage County and the Forest Preserve District for Dec. 10, 2025–Dec. 9, 2026 for $155,994.59. Staff noted Adobe pricing fluctuates with usage; a prior review led by Joe Hamlin reduced costs in earlier years, and this year’s budgeted figure rose about 9.8% because additional licenses were needed.
Other IT and related procurements approved by the committee included: annual maintenance for the county’s enterprise content management system ($91,930.60; Dec. 1, 2025–Nov. 30, 2026; not suitable for competitive bid); procurement and delivery of an uninterruptible power supply from Critical Power Solutions Group LLC ($83,748); annual support and hosting for legislative management software and streaming services to grama us LLC ($45,072.22); and a Verizon Wireless agreement for wireless tablets and machine-to-machine services covering the sheriff’s office, division of transportation, stormwater and public works (Nov. 16, 2025–Sept. 30, 2026; not to exceed $33,510).
As an informational item, the committee received and placed on file a contract to Alliance Insurance Services to secure cyber liability insurance for the county for Dec. 1, 2025–Dec. 1, 2026, not to exceed $137,191. Committee member Jared asked why the insurance item was before the finance committee rather than IT; staff responded that cybersecurity insurance and other insurance are managed by the county’s risk management office, which is under finance.
The committee also received and placed on file an intergovernmental agreement (GRAMA) with Oxcart Permit Systems LLC for overweight/over-dimension permitting services as needed from Dec. 1, 2025–Nov. 30, 2029; the agreement states there is no county cost. The meeting opened with a motion to permit remote participation for members absent due to illness, employment, family or other emergency; that motion also passed by voice vote. The Oct. 7, 2025 minutes were approved by voice vote earlier in the meeting.
All motions reported in this session were approved by voice vote with committee members answering “aye” on the record. The approved contracts will be processed under the procurement authorities cited in staff recommendations and the DuPage County procurement ordinance.
