The El Paso County Commissioners Court approved an award recommendation on Nov. 3 to retain Baines General Contractors, Inc. as the construction manager at risk (CMAR) for the Office of the Medical Examiner project.
Karen Davidson, the county purchasing agent, presented the RFP results and recommended Baines General Contractors as the highest‑scoring firm. County staff said the procurement process was completed ahead of schedule and that the recommended firm has prior local experience. The court recorded an approving vote and directed staff to proceed with contracting and performance bond steps.
Court action: Commissioner Olguin moved approval; Commissioner Coronado seconded; the motion carried.
Next steps: public works and purchasing staff will finalize contract documents and bring the construction contract and related performance bond work forward for execution and oversight.
