Carlsberg mitigation fund to remain open as county, PUD to revisit interlocal after three years

Staff recommended retaining the mitigation fund and reopening the interlocal to determine remaining obligations and whether additional work or costs will be required.
Staff said the interlocal has enabled public water to reach roughly 30% of previously unserved properties in the Carlsberg area and that new connections and development are underway. The fund was initially created to support work with the PUD on water rights and system connections; staff noted some legacy obligations stemming from a 2013 local agreement remain in force.
The county’s administrative recommended budget had shifted most dollars from the Carlsberg fund back to the general fund as a one‑time adjustment. Staff said if future costs arise, commissioners would need to authorize additional general‑fund transfers next year. Ecology, PUD and other stakeholders will inform the county’s next steps; staff recommended scheduling a work session and bringing a formal proposal back to the board once discussions progress.
