Council sets Dec. 2 hearing for final assessments on Toni Park Estates ULID; city contribution covered $2M of $2.29M project

Vince McGowan, water resources manager, presented final costs for Utility Local Improvement District (ULID) No. 25 (Toni Park Estates sewer) and asked the council to adopt a resolution setting Dec. 2, 2025 as the date for the final assessment hearing.
McGowan said the ULID was formed in February 2022 to replace a failing large on-site septic system and that construction is complete. He reported the project’s final cost at $2,291,970. With the city’s pledged contribution of $2,000,000 and waived capacity development charges for some lots, staff calculated a net owner cost of $6,083 per equivalent residential unit. McGowan said there are 48 ERUs in the district (47 single-family homes and one duplex).
A councilmember asked whether the final estimate at formation was available; staff noted the staff report listed an earlier estimate of about $3,000,000. The councilmember who moved the resolution said the city had pledged $2 million at formation and acknowledged concerns about large city contributions to projects outside city limits but moved to proceed because the pledge had been made. The motion to adopt the resolution setting the assessment hearing date passed by unanimous voice vote.
