Clemmons stormwater report details culvert replacements, sweeping totals and outreach

Stormwater staff presented a quarterly report to the Village of Clemmons council on Oct. 27 that covered permit compliance, infrastructure repairs, maintenance totals and public outreach.
Staff said the village submitted its annual report in August and is completing year 5 of a five‑year stormwater permit; they are beginning permit renewal planning for the next five‑year cycle. The report listed 11 minor capital improvement projects completed during the quarter, including ditch line work, two minor culvert replacements and maintenance tasks. Staff showed before‑and‑after photos for two repairs: a pipe separation on Linker Place Court (installation dated March 1993) and a concrete pipe at the intersection of Darren Road and Glen Oaks that the presenter said was installed Aug. 28, 1975 and had reached roughly a 50‑year lifespan.
Street sweeping totals for the quarter were reported as over 25 tons collected from commercial roadways and almost 11.5 tons from residential streets. Staff noted one grease bin overflow, an illegal dirt‑dumping incident (a private property letter issued) and debris under a sanitary sewer line tied to CityLink that staff contacted the provider about; staff said those items are in progress or have been addressed.
Permit activity included one occupancy permit and several stormwater management permits for new construction. Outreach highlights included a fall cleanup with 185 participants who collected 103 bags across about 31 miles of roadway, and a medicine‑drop event that had 103 participants and collected about 170 pounds of medication. Staff also presented at the NCAPWA stormwater conference in Asheville on culvert replacements and outreach efforts and reported positive peer feedback.
Staff updated adopt‑a‑street numbers, reporting 13 active groups (staff said an earlier figure in materials appeared incorrect), 11 cleanups in the quarter (32 bags collected, 43 participants), three new groups and one group removed for a year of inactivity. The presenter credited partnerships — including with the Forsyth County Sheriff’s Office and Inmar Intelligence for the medicine drop — and thanked marketing and events staff for outreach support that included social posts, courier ads and digital signage.
