Chickasha to rebid irrigation repairs at Shea Sports Complex after bidder irregularities

The Chickasha City Council authorized staff Nov. 3 to reject all bids for bid package COC2503 (irrigation system repairs at Shea Sports Complex) and to rebid the project after finding that bidders had not followed specified submission steps.

Spencer Windsman, the city's parks and recreation director, said there were multiple bids but that several bidders failed to complete required steps (for example, downloading or referencing required bid documents from the specified source). Windsman said staff had contacted the bidders and recommended reopening the bid to ensure all proposals are "apples to apples."

The motion to reject all bids and re-advertise the work passed by roll call. Council did not change project specifications in open session; staff said the rebid would require bidders to follow the required procedures and documentation steps when submitting proposals.

Next steps include correcting bid parameters and reissuing the solicitation so that all bidders meet the same requirements before selection.
