Tumwater council members on Nov. 3 indicated they support pooling the city’s opioid settlement receipts with Thurston County and the cities of Olympia and Lacey for projects in 2026–27.
City Administrator Parks summarized amounts the city has received and expects: just under $366,000 already received, an anticipated additional nearly $50,000 in 2026 and about $46,000 in 2027, for approximately $461,833 available through calendar year 2027. Parks noted the city’s total receipts may change if future settlements allocate additional funds and that some settlement distributions remain pending.
Council discussed the timeline for pooling and grant distribution. Staff said the current interlocal agreement does not authorize pooling; an amended ILA is being drafted and will be presented for council approval. The opioid abatement council plans to issue a request for proposals for 2026–27 funds once participating jurisdictions confirm pooled amounts.
Council members present signaled concurrence to pool up to 100% of the city funds received or expected through 2027, subject to the amended interlocal agreement and a mid‑year budget amendment to appropriate the funds. Staff said the expenditure process and the request for proposals will be coordinated regionally, and that the city will return with any required budget ordinance or amendment to enable distribution.
