City Administrator Parks presented the draft 2026–2032 strategic plan on Nov. 3 and asked council to place the resolution adopting the plan on the Nov. 18 consideration agenda for final adoption.
Parks described the plan as a high‑level guide to align council priorities with the biennial budget and staff work plans, noting six strategic focus areas and that each focus area will carry an annual work plan. She summarized the public and council engagement used to draft the plan, including three full‑day retreats and multiple work sessions. Parks said remaining editorial work includes an introductory letter (staff will contact council members for input), graphic design and several final action items flagged in an earlier work session.
Council member McDowell asked for a tracked‑changes version when the final packet is distributed; Parks agreed. Council voted unanimously to place the resolution (R2025‑014) on the Nov. 18 consideration agenda.
Parks told council staff will provide a final packet with tracked changes and that adoption would occur at the Nov. 18 meeting. She described the plan as a living document with scheduled updates every six years and smaller annual work‑plan updates.
