Sumner County moves to acquire and demolish flood-prone Cotton Town property as mitigation step

Sumner County approved proceeding with acquisition and demolition of a dilapidated, flood-prone house in Cotton Town as part of a targeted flood-mitigation strategy.

Staff described the property as vacant, in poor condition and built on the creek bank; the structure has contributed to repeated flooding and obstructed flow during high-water events. Staff said one property owner had indicated willingness to accept an offer (an offer figure of $60,000 was discussed), and that demolition costs had been budgeted separately (the meeting packet listed a $100,000 figure that combined acquisition plus demolition contingencies). Commissioners noted other nearby properties may be considered in later phases and asked about potential FEMA or state funding; staff explained FEMA acquisition funding requires proof of multiple flood events within a defined period and a property-owner request to pursue federal funding.

Commissioners approved the acquisition action on the agenda and directed staff to complete the purchase and demolition process per county purchasing and property-acquisition rules. Staff said additional phases could be brought later if other properties qualify or if grant funding becomes available.
