Sumner County accepts crosswalk deal with Gallatin; city to assume construction and remit $703,000 to county

Sumner County officials accepted a proposed agreement under which the City of Gallatin will take responsibility for construction of a crosswalk project and remit approximately $703,420 to the county, with the parties coordinating fee waivers and reimbursements.

Mayor Isbell and county staff described a structure where the city would assume the project and write the county a check for the agreed sum; the county retains a $150,000 budgeted obligation tied to the crosswalk. Staff also presented a spreadsheet showing City fees to be waived and a set of outstanding invoices totaling roughly $54,000 (including older permit and plan-check amounts and temporary certificate-of-occupancy fees). The temporary certificate-of-occupancy fees — described in the meeting as about $21,126 — prompted a proposal from a commissioner to ask the city to waive those fees; that amendment was not carried to a final approved counterproposal after discussion and no sustained amendment vote.

After discussion about timing and process, the committee voted to accept the crosswalk arrangement and send it to the budget committee and the full commission for final approval.

The county will finalize a legal agreement with the city spelling out the handling of any underruns or overruns relative to the $150,000 budgeted county contribution; staff said under-budget amounts would be returned to Sumner County if the city completes the work under the estimate. Legal and budget review were identified as next steps before the full commission takes up the matter.
