The Conway City Council voted unanimously Nov. 3 to accept two construction bids for upgrades to Kingston Lake stormwater outfalls funded through the South Carolina Rural Infrastructure Investment Program and American Rescue Plan Act allocations.
City staff presented the Parkview contract portion, outlining work on Parkview Road, Long Road, Grand Road and concrete ditch maintenance at the Sixteenth Avenue outfall. Staff said the project includes installing reinforced concrete pipe ranging from 18 to 24 inches and concrete drainage boxes to increase capacity and resiliency. Staff recommended the lowest responsible bidder, Green Wave Contracting, for the Parkview contract; council accepted the recommendation by voice vote.
Staff then presented the Rosehaven contract portion, which covers Rosehaven, Blue Veil Lane, Highway 71 North, Boundary Street, Pine Street ditch repairs, Moore Lane drainage repairs and Ridgewood Drive improvements. That contract also calls for reinforced concrete pipe and catch basins per engineering plans; staff recommended Atlas Construction of SC as the lowest responsible bidder and council accepted that recommendation by voice vote.
During discussion, a council member asked for clarification about bid rankings and requested the administration include bid order and scoring in the follow-up procurement file. Another member asked whether the projects would address localized odors; staff said the work is drainage-focused and not sewer work.
The contracts will proceed to contracting under the terms presented. Staff said the projects follow plans prepared by Bolton & Meek and were publicly advertised with multiple firms submitting proposals for each contract.
