The Livingston Parish Zoning Commission on Nov. 3 voted to deny an application to rezone a 3‑acre parcel on Louisiana Highway 1032 from agricultural (AG) to R‑2. Planning staff reported that staff engineer reviews found culverts and drainage in place and that staff member Erin Sandifer had no outstanding drainage objections. Several commissioners urged adherence to the parish s recently adopted master plan and said the petition did not present a compelling reason to change that plan.
One commissioner noted confusion over signage showing an 18‑acre tract while the application specifically sought rezoning of a 3‑acre portion of that parent tract; staff clarified the request applied only to the bracketed 3‑acre parcel. Commissioners said many recent rezoning requests had been described as "cleanup" of legacy lines but that the master plan should stand unless a clear reason exists to change it.
After discussion, the commission voted to deny the rezoning. Recorded roll-call votes: Mister Clemens — yes; Mister Erde — yes; Mister Wax — yes; Mister Dana — yes; Mister Burns — no; Miss Long — yes.
The denial leaves the parcel zoned AG and the applicant may refile with additional justification or a revised plan.
