Commissioners asked specific questions about deed status, surveying, rezoning, parking and the county annex building (North Wing). SCAP said the annex is a separate issue and that accepting the annex or its maintenance responsibilities would carry additional obligations (rehab or tear‑down costs) that would require board discussion and a formal agreement. The parties agreed to continue staff‑level work on survey, surplus/deed status and zoning before any ground‑breaking.
SCAP also reported federal funding interruptions affecting its Community Services Block Grant (CSBG) program due to a federal funding stop‑work order; the agency said it has furloughed several staff across counties and paused some Head Start centers until funding resumes.
No formal county action was taken during the presentation; SCAP said it will coordinate follow‑up meetings with the county manager and staff prior to construction.
