Staff described the property as a 2.85‑acre commercial site in the downtown Main Street zoning district that previously was used for exhibit and display manufacturing. The downtown Main Street rules allow professional offices but do not explicitly list the proposed training center; that is why the applicant requested a conditional use permit and why the planning commission had reviewed and approved the project with conditions in October.
April Ingram, who identified herself as representing the property owner and applicant, said the company is currently on Dixie Road and is "looking forward to moving to this new facility and generating some activity there, employment, and just bringing a little life to the area." Residents who spoke in favor urged the council to ensure the project's conditions are enforced so the facility remains branded and staffed to serve residents.
Council considered the public hearing and, after the hearing was closed, voted by roll call to approve the conditional use permit. The recorded votes were: Councilmember James, yes; Councilmember Gunn, yes; Councilmember Gutierrez, yes; Councilmember Akins Wells, yes; Councilmember Mears, yes. The motion outcome was recorded as approved (5‑0).
Planning staff told the council the project includes improvements to site access, parking, and landscaping; the applicant will provide pedestrian enhancements and preserve an existing silo tower as a character element. Staff said the training center is intended for the company's internal workforce and is not expected to create adverse traffic, noise or neighborhood impacts. A public hearing was held during the meeting as required by the conditional use permit process.
