County says wastewater SCADA work continues; Prop. 218 rate study and community meetings planned

Public Works told the Board that SCADA software replacement and programming work is being extended under a first-amendment contract for Lake Don Pedro and Yosemite West wastewater plants. Public Works said a Bartle Wells Prop. 218 rate study is nearing completion and county staff expect community outreach and possible rate votes by early 2026.
Supervisor Poe asked the board on Oct. 21 about outreach to residents in Lake Don Pedro and Yosemite West regarding continuing wastewater system problems and rate options.
Public Works Director Shannon Hanson answered that the county has retained Aqua Sierra Controls for software replacement and programming at the Lake Don Pedro and Yosemite West treatment plants and that the county is working with consultant Bartle Wells on a Prop. 218 rate study. Hanson said the auditor's office provided numbers a few months ago and that the Bartle Wells report is expected by the end of the month. "Once that process...we will be sitting down with the two affected districts, in which, we will have a conversation with the supervisors. We will then go out to the community and discuss the rates," Hanson said.
Hanson said most of the districts are operating in the red and that the last Lake Don Pedro rate study was done around 2007–08. The county has provided ARPA assistance and a $1 million loan/grant to districts previously to assist operations. Hanson said if the Prop. 218 process proceeds, hearings and a formal vote would follow the community outreach.
No final rate decisions were made at the meeting; staff set an internal target of early 2026 to either have rates in place or identify alternate approaches. The SCADA work described in CA 8 is part of ongoing operations and maintenance.
