Summary
The board accepted three grant actions (FEMA hazard mitigation modification, a $450,000 waterways assistance grant with matching funds, and a $68,319.84 EMPG award) and authorized four procurement actions including a $2,000,000 not‑to‑exceed sludge polymer contract and two public‑works contracts above $1 million; all actions passed unanimously.
Martin County commissioners on Nov. 4 approved multiple grants and awarded several county contracts during the business portion of the meeting.
Grants accepted: County staff asked to accept a FEMA Hazard Mitigation Grant Program modification that allows reimbursement of $36,349 in pre‑award expenses for the Mockingbird Lane drainage project; acceptance of a 2025 Waterways Assistance Program grant of $450,000 to renovate the Jensen Beach Causeway North Boat Ramp and Pier (the project carries a $450,000 local match budgeted in FY2026); and acceptance of the annual Emergency Management Performance Grant (EMPG) in the amount of $68,319.84 for planning, equipment and supplies.
Procurements and awards: The board authorized awarding the county’s sludge‑dewatering polymer contract (not‑to‑exceed $2,000,000 over up to five years) to CedarChem (the highest scoring firm) and awarded the Waterside Way signalization improvements contract to JW Cheatham in the amount of $1,263,541.22. The board also awarded the North Johnson Floridian Well raw water main addition contract to Accurate Drilling Systems for $1,651,861.90, and approved Change Order 6 for building renovations (Building 17/R.E.A.C.H. Center) in the amount of $49,351.31.
Procurement staff said each contract was procured in accordance with county rules; the Board authorized the county administrator or designee to execute all related documents.
County public‑works staff explained the Waterside Way signalization contract supports roadway access to a forthcoming operations facility and that the Jensen Beach Causeway grant will replace ramps and piers to modern standards. The Building 17 change order covers additional site work, including a retaining wall and grading modifications tied to ADA and parking transitions.
All items were handled as recommended by staff and passed by unanimous vote.
Provenance: Departmental presentations were given by OMB (Stephanie Merley) and Procurement (Christy Brotherton); public works director Jim Gordon and assistant county administrator George Stokas answered technical questions about the scope and funding.
