The Riverside Local Agency Formation Commission recorded the following formal actions on Oct. 16, 2025.
• Approval of minutes (Item 2a — 09/25/2025): Motion by Commissioner Adeola; second by Vice Chair Gutierrez. Vote: Commissioners Ryan, Sanchez, Areola, Underwood, Vice Chair Gutierrez and Chair Vargas — all Aye. Motion passes.
• Consent calendar (Item 4 — LAFCO monthly expenditure review, item 6.4a): Motion by Commissioner Underwood; second by Commissioner Sanchez. Vote: Unanimous Aye.
• Public hearings (Items 5a & 5b — LAFCO 2022-19-2 Rubedo/JCSD sphere-of-influence amendments and reorganization): Motion by Commissioner Sanchez; second by Commissioner Areola. Vote: Commissioners Ryan, Sanchez, Areola, Underwood, Vice Chair Gutierrez and Chair Vargas — all Aye. Outcome: Approved. Note: Some parcels lack 100% landowner consent; staff will conduct protest hearings where necessary.
• Conflict-of-interest waiver (Item 6b): Motion by Commissioner Underwood; second by Commissioner Sanchez. Vote: Unanimous Aye. Action authorizes county counsel to continue representing LAFCO and the county on unrelated matters with file separation and different attorneys assigned for Palo Verde-related work.
• Extraterritorial service provision (Item 6c — Beaumont Cherry Valley Water District for Oak Valley Village): Motion by Commissioner Sanchez; second by Vice Chair Gutierrez. Vote: Unanimous Aye. Outcome: Approved with a three-month expiration for the temporary construction water connection.
