Developer representative says CFD annexations held up, delaying recording of minor subdivision maps

During public comment on Nov. 4, civil engineer Anne Hall said two minor subdivisions (three‑lot maps) had completed conditions and had signed annexation paperwork for the countywide Community Facilities District (CFD), but that those CFD items were pulled from board agendas in August and September and have not returned.
Hall said the CFD annexation condition — standard for subdivisions in recent years to help fund services such as police and fire — prevents map recordation until the county processes the annexations twice over a 30‑day board schedule, and that the delay may force the projects to miss year‑end recording windows and cause the owners to pay an extra year of taxes. She asked the board to explain why the CFD items were pulled or to remove the condition if the county no longer intends to require CFD participation for minor subdivisions.
The board did not act on the request at the meeting but staff were asked to follow up; Hall said her clients had completed conditions and spent money to comply with the county’s requirements and that the county’s delay created financial impacts for property owners.
