LAFCO approves temporary extraterritorial water service for Oak Valley Village project

Riverside LAFCO on Oct. 16 approved an extraterritorial service provision allowing the Beaumont Cherry Valley Water District to supply expedited temporary water service to five parcels that are part of the Oak Valley Village development.
GIS analyst Michael Henderson told the commission the five parcels total about 32.6 acres of the roughly 48.4-acre project and that the proposed commercial development will include about 280,000 square feet of retail space across 10 structures, including anchor stores, smaller retail and restaurants. Henderson explained the temporary connection plan involves a 3-inch hydrant meter that would be tied to a main across Oak Valley Parkway.
"All the parcels in this project area must be served entirely by the district," Henderson said, noting the parcels are within the district’s sphere of influence and that the Oak Valley Village project has a corresponding annexation application pending with LAFCO. Staff recommended approval of the extraterritorial service for a three-month period to ensure the developer completes the pending annexation proceedings.
Commissioner Sanchez moved approval and Vice Chair Gutierrez seconded the motion; the commission voted unanimously to approve the temporary service with the three-month expiration condition.
Staff said they expect the annexation application to return for commission consideration in December and recommended the short-term time limit to encourage completion of the annexation process.
