LAFCO approves technical boundary cleanup, annexations between Rubedo and Jurupa service districts

The Riverside Local Agency Formation Commission voted Oct. 16 to approve a technical sphere of influence amendment and reorganization initiated by the Rubedo Community Services District to correct longstanding boundary anomalies.
Assistant Executive Officer Crystal Craig described the proposal as an "extensive technical boundary cleanup" submitted by RCSD in early 2022 that reconciles service provision and legal boundaries for about 296 acres spread across 11 areas. Craig said many parcels had been receiving water and wastewater services without LAFCO-authorized annexations and that the proposal represents coordinated work among RCSD, Jurupa Community Services District (JCSD) and West Valley Water District.
"A lot of these parcels had been receiving water and wastewater services without coming through formal LAFCO annexation," Craig said, summarizing the technical maps and legal descriptions. She recommended the commission approve sphere-of-influence amendments for the affected areas and adopt the statement of determinations required by law.
Craig noted that not all landowners had provided written consent, so the commission would conduct protest hearings where required by statute. Areas described in staff exhibits include: single-family residential "islands" within RCSD, industrial parcels receiving sewer only, and parcels where water meters will be transferred to West Valley Water District after reorganization.
Commissioner Sanchez moved to approve items 5a and 5b as recommended by staff; Commissioner Areola seconded and the commission approved the proposal on a unanimous roll call.
The action formalizes service-provider responsibilities for the parcels described in the staff report and clears the way for recordation and implementation steps overseen by staff and the affected districts.
