Building inspector announces Title 25 LDRD outreach and proposed local ordinance

During the public‑comment portion of the Oct. 24 meeting, Justin Meisner (Mariposa County building inspector and plans examiner) described local implementation plans for Title 25 limited‑density owner‑built dwellings (LDRDs). Meisner said the regulatory approach is not new — "this isn't a new code. The limited density owner built dwellings have been around roughly 40 years" — but the building department had actively coordinated with other rural counties and county supervisors to make the provision available sooner than would otherwise have happened.
Meisner told the commission the building department plans to publish a proposed ordinance implementing the Title 25 approach on the Development Services web page in December and to announce dates and times for public engagement sessions to gather community feedback. He also said staff and the building department plan to meet with local contractors and homeowners to clarify LDRD requirements and help make the approach an affordable option in Mariposa County.
Meisner emphasized the county will coordinate with the planning department and the building division about code tracking and enforcement and that staff expects to complete the ordinance and forward it to the Board of Supervisors in December.
