Format consistency
Several commissioners argued that a single, consistent summary format would help the public and volunteer boards such as the Board of Finance review budget proposals. "When the government reports its operations or its proposals to the people who are supposed to be passing judgment... we should do it in a way that is the easiest to understand," one commissioner said. Commissioners proposed that the charter require a summary format recommended by the Board of Finance or an agreed standard for voter-facing materials while allowing statutory formats for the Board of Education to remain where required by the state.
Publication and notices
Staff noted an earlier drafting change that removed the requirement to publish the entire proposed budget in newspaper notices for the public hearing, which saved money and reflected availability of the budget on the town's website. Commissioners observed the referendum notice language had not yet been updated and still required full printing; they directed staff to revise the draft so notices reference the budget on file and provide a standard summary (and, if necessary, where the full budget can be inspected or downloaded) rather than reprinting the full text.
Outcome
Staff agreed to revise the draft charter to (1) reference a consistent, voter-facing summary format (while respecting any state-required formats for the Board of Education), (2) remove the newspaper reprint requirement for referendum notices and instead require a reference to the full budget on file and a short summary of major items, and (3) coordinate with the finance director and Board of Education to ensure compliance with any state filing requirements.
