Board approves KT West preliminary plat for five-lot rural subdivision off Payne Road

Adam Bridal, planning manager, and Sahar Khooey, senior planner with Building & Planning, presented a closed-record public hearing for the KT West rural subdivision. The proposal would create a fifth lot on property that had previously been recorded as a four-lot short subdivision (June 2025); the addition of a fifth lot triggered review under the county subdivision standards.
Sahar Khooey said the current and proposed lots will use on-site septic systems and an existing group B water system; access is from individual and shared driveways to Payne Road. She said the Planning Commission held a public hearing on Oct. 15 and voted unanimously to recommend approval of the preliminary plat subject to the conditions of approval in the staff report. The board opened public comment but, under closed-record rules, no one who had not testified before the Planning Commission could speak; the board then voted to approve the preliminary plat subject to staff conditions.
The approval was recorded as a motion and carried by voice vote.
