Cowlitz County approved the closeout of its 2024–25 Community Development Block Grant (CDBG) public‑services award and authorized submission of the 2025–26 application for $70,000 to support senior nutrition services provided by Lower Columbia CAP.
Gina James, Health & Human Services director, said the 24/25 funding was used for Lower Columbia CAP’s Meals on Wheels program and that county staff must sign the closeout report. Tammy Davies, program manager for senior nutrition at Lower Columbia CAP, described the Meals on Wheels program: it operates community lunch sites and home‑delivered meals for homebound seniors; clients are assessed for eligibility and most home deliveries are frozen meals on weekly routes delivered by volunteers.
Davies said the program serves about 133 homebound clients in the county and about 450 seniors at community meal sites. She said the program prepares more than 1,000 meals each week in a commercial kitchen and relies primarily on Older Americans Act funding plus the CDBG pass‑through and client donations.
The board voted to close out the previous grant and to submit the $70,000 25/26 application. James said the county retains $3,500 for administration and the remainder passes to Lower Columbia CAP.
