County authorizes $500,000 increase to WSP contract to finish Tower Road culvert replacement

The Cowlitz County Board of Commissioners approved a roughly $500,000 increase to its as‑needed consultant contract with WSP USA to finish existing projects, the largest being the Tower Road Rock Creek culvert replacement.
Susan Eugenis, county engineer, told commissioners the contract was established in 2022 and the supplemental increase is intended to “complete existing projects that this consultant is already working on. The biggest being, the Tower Road Rock Creek culvert project replacement project.” She said a temporary bridge is currently in place after winter damage and that the final replacement is planned for construction in 2026.
Commissioners moved and approved the supplemental agreement by voice vote during the meeting.
Eugenis said the increase covers remaining tasks; no new project scope beyond the finalization of design and construction preparation was added during the discussion.
