Cowlitz County approves $207,834 supplement for Allender Road fish‑passage project

Cowlitz County commissioners voted to approve Supplemental Agreement No. 3 with OTAC Inc., adding $207,834.60 to the Allender Road/Stillwater Creek fish‑passage project to complete final design, permitting and construction services support.
Susan Eugenis, county engineer, told the board the supplement “will get us through final design, and construction services support and final permitting.” She said the project is funded 85% by the Brian Abbott Fish Barrier Removal Board and 15% from local road funds.
Eugenis said the work addresses an old box culvert that restricts fish passage and is also part of the county’s heavily load‑rated bridge system. The project replaces a structure on Allender Road and removes a barrier to fish passage while addressing load‑bearing needs for the roadway.
The board moved and approved the supplemental agreement by voice vote.
The county will use the contracted services through permitting and into construction oversight; final construction scheduling was not changed during the discussion.
