Hopkinton council approves $500 donation to local food pantry after debate

The Hopkinton Town Council voted 4–1 on Nov. 3 to donate $500 from the town contingency fund to Raican, a regional food pantry, after a lengthy discussion about whether municipal funds should be used to supplement emergency food assistance.

The donation was proposed during the manager's report, which included an announcement about a tri-town food drive and a request for monetary and food donations. Town staff said, “We got information on the state level that we had 564 Hopkinton residents that were getting SNAP benefits,” which the manager presented as context for the request. A councilor moved the donation; the motion was seconded and opened for discussion before the vote.

Supporters of the donation urged immediate action for residents who could face shortfalls in food assistance, shared personal recollections of relying on charity and benefit programs, and suggested the town consider a recurring budget line in future budget cycles. One councilor said they and their spouse would also make a personal $500 donation to Raican.

Opponents argued that using municipal taxpayer dollars to mitigate what they described as a federal or state funding problem was inappropriate and that citizens who disagreed with the expenditure had elected representatives to steward town funds. The point of order and budgetary stewardship figured prominently in the debate; some councilors proposed adding a regular appropriation for the pantry during the budget process instead of a one-time transfer.

The council recorded the vote as follows: Councilor James — yes; Councilor Davis — yes; Councilor Burns — yes; Councilor Roy — no; Gary — yes. The motion passed and the town will issue the $500 donation to Raican from the contingency line item.

During public comment preceding the vote, resident Joe Monroe described direct experience helping neighbors and called for town support for residents in need; he related small but meaningful acts of assistance he had made available to local families. The council noted the tri-town food drive remains active and encouraged residents to donate via the drop-off and monetary channels the manager described.

Next steps: the council accepted the donation motion as a one-time expenditure and discussed, without taking further action, whether to include an annual line item for charitable donations in the town budget during next year’s budget process.
