On Nov. 3 the Keizer City Council authorized the city manager to sign a letter of intent with Akom Veer Real Estate LLC to move toward a purchase and sale agreement for the Keizer Station Area C‑1 parcel (the "Big Triangle").
City staff said the property is roughly half owned by the city and half by a private owner represented by several LLCs; the parties have been marketing the contiguous parcels jointly. Staff said the letter of intent shortens the timeline to negotiate a purchase and sale agreement — roughly 90 days if no city process delays — and that the final sale price will be based on a soon‑to‑be‑completed appraisal and apportioned by parcel area and zoning.
Staff and council discussed potential abatement and demolition of vacant structures to reduce trespass and blight; staff said abatement and hazardous‑materials testing are underway and recommended demolition of structures to improve marketability, with cost allocation to be reconciled at the time of sale. Councilors and staff also discussed zoning: the mixed‑use designation in portions of Area C is flexible and any master‑plan amendment would proceed through planning commission public hearings and council review.
The council adopted the resolution authorizing the letter of intent unanimously with one member absent.
