Planning Commission approves Crum tentative parcel map splitting 39.93‑acre parcel

The Siskiyou County Planning Commission voted unanimously to approve a tentative parcel map, TPM2505, submitted by Ted Crum to divide an existing 39.93‑acre parcel at 1509 Kidder Creek Road into two parcels.

Rachel Jerub, senior planner, said the subject parcel is zoned nonprime agricultural and rural residential agricultural and that both proposed parcels would exceed the 10‑acre minimum for the nonprime agricultural district. She said the project is consistent with the Subdivision Map Act, the county general plan, the Scott Valley area plan and applicable zoning, and staff recommended a categorical exemption from CEQA (packet cited CEQA Sections 15061(b)(3) and 15301). No public comments were received in advance of the hearing.

During the public hearing, applicant Ted Crum said he and family members sought to split the property so each can hold separate parcels; he said no new buildings are proposed. Commissioner Lindler and another commissioner asked why the proposed parcel boundary lines were not available online and noted that several commissioners received only paper copies. County counsel and the chair advised that proper posting is required under the Brown Act and that if someone objected the item could be continued; the chair said she was comfortable proceeding because no protest had been raised and moved forward. Commissioner Beal moved to adopt Resolution PC 2025‑016 approving the Crum tentative parcel map and finding the project exempt from CEQA; the motion was seconded and approved by roll call with the record showing unanimous support.

The approval authorizes subdivision of the 39.93‑acre parcel into two parcels with the configuration and conditions in the approved map; the applicant and staff will complete any ministerial steps required to record the map and satisfy conditions of approval.
