The Lafayette City Council approved a professional services contract on Nov. 3 with Civitas (and subconsultants) to prepare the South Boulder Road Area Plan, a locally focused planning process funded by remaining Lafayette Urban Renewal Authority (URA) tax‑increment funds.
Scope and purpose: Planning staff said the area plan will be a targeted, hyper‑local policy and implementation document that bridges the comprehensive plan and on‑the‑ground investment decisions. The contract with Civitas includes two technical components — a multimodal transportation analysis (OB Consulting) and a financial special‑district/market analysis to evaluate whether a tax‑increment or other district could feasibly support infrastructure and public‑realm improvements — and an engagement team (CDR Associates) focused on community outreach.
Why it matters: staff said the South Boulder Road corridor contains sizable underutilized parcels, important local employers and neighborhood connections; the timing aligns with a county‑led transportation planning effort so land‑use and mobility recommendations can be developed together. The URA set aside remaining TIF funds for planning; staff said the plan will help guide future redevelopment and capital investments in the corridor.
Schedule and public engagement: staff proposed a five‑phase process beginning mid‑December with an engagement plan, diagnostic 'Where are we now' analysis, visioning and scenario testing, implementation and a final adoption phase. Planning Commission and Council check‑ins are scheduled at each phase; staff said they will refine plan boundaries before major analysis to ensure nearby neighborhoods (including manufactured‑housing communities and Coal Creek access) are integrated.
Vote and conditions: Council approved the contract conditioned on final approval of a 2025 budget supplemental that will confirm URA TIF funding. Staff will return with firm kickoff materials and an engagement schedule.
